National Security Challenges and the Comprehensive Defense Approach

Abstract
The article discusses national security challenges and ways to overcome them using the “Comprehensive Defense” model. The study is based on both theoretical frameworks (theory of the regional security complex, the theory of deterrence, the theory of hybrid threats) and practical examples. The analysis includes a review of Georgian legislative and conceptual documents and their comparison with today’s regional reality (the Russia-Ukraine war, the Azerbaijan-Armenia conflict). In addition, international experience (Sweden, Norway, the Baltic States) and the possibilities of its adaptation in the Georgian context are presented. The study shows that ensuring the sustainability of Georgia’s security requires the integrated development of military, civil, economic, institutional, international and cybersecurity components.
The author has noted that Georgia's comprehensive security SWOT analysis clearly shows that the country has strong strategic partnerships, a professional military system, and a high resilience of the population. The paper also focuses on the interests of major global players in Georgia and the South Caucasus.
