Municipality - An important Link of the Unified State System of Civil Defense of the Country

Abstract

The role of the municipality in the unified state system of civil defense of the country is very important. If we take into account that the main resources of the civil defense system, both human and logistical, are located in the municipality, we conclude that in order to manage these resources it is necessary to create a management body - a permanent headquarters for emergency situations, and in order to reduce or prevent the consequences of expected disasters and hostilities - a Civil Defense Unit. Some groups of the unit will be armed with firearms to perform their functions. These groups, in case of transition to conditions of total defense of the country, will go to pre-selected and prepared places and prepare for guerrilla warfare.
